It is also the duty of the Boards of County Commissioners in making selections of inspectors and clerks to proceed deliberately
as a composite board duly convened in a legal session with opportunity for each qualified member of the Board to participate
in the proceedings, but it is not within the province of the courts on mandamus to control the exercise of judgment on the
part of the County Commissioners as to how the selections shall be made so long as every member of the Board is given a reasonable
opportunity to be present and to be heard as a member of the Board concerning proposed appointments contemplated to be made
by a majority of the Board's members.
